NOTICE OF PROJECT PLAN PUBLIC HEARING
The Village of Quincy will hold a public hearing on the proposed Drinking Water and Clean Water State Revolving Fund (DWSRF and CWSRF) Project Plan for the proposed water and wastewater improvements projects at the Village Council meeting on May 17, 2022, at 5:30 p.m.
The DWSRF section of the Project Plan focuses on the following water system improvements:
- Replacement of lead service lines for compliance with the Safe Drinking Water Act.
- Improvements to aged and undersized cast iron water mains in the distribution system to ensure reliability and water quality.
- Replacement of critical equipment that is beyond its useful life at the Iron Removal Plant to improve treatment system reliability and provide safe drinking water.
The CWSRF section of the Project Plan focuses on the following wastewater system improvements:
- Lifts Stations: Replacement of the North Main and Lakes End Lift Stations to address aged equipment and capacity issues and improve reliability. Upgrading of pumps and appurtenances at the Pleasant Street Lift Station to address aged equipment and improve reliability
- Wastewater Treatment Plant: Improvements include new influent screening, dredging of biosolids in all three lagoons, aeration repair with dissolved oxygen controls in Lagoon 1, aeration equipment installation with dissolved oxygen controls in Lagoon 2, and slide gate replacement in Lagoon 3.
There are no negative long-term impacts associated with the proposed projects. The construction activities would have only a short-term disruption.

All interested parties are invited to submit written comments on the draft Project Plan. Written comments may be emailed to the Village at bbutler@quincy-mi.org. Written comments must be received no later than May 17, 2022, at 12:00 p.m. to be considered part of the public record.

The Branch County Board of Commissioners will hold a public hearing on Thursday, June 2, 2022 at 9:05 AM and continued on Tuesday, June 7, 2022 at 4:35 PM to consider the request of the Village of Quincy to annex the property described in the following addendum. The public hearing will be held at the Branch County Courthouse, 31 Division Street, Coldwater, Michigan 49036.
If you are unable to attend the hearing, but would like to comment on these matters, please submit all comments in writing to the Branch County Board of Commissioners by May 30, 2022 at 31 Division St., Coldwater, MI 49036.
